Zodiac Killer is the nickname for a serial killer from the United States who operated in Northern California in the late 1960's and early 1970's. His identity is not known to this day. The word Zodiac was used by the serial killer as a signature on a series of derisive letters sent to the local media. The letter contains four ciphers, only one of which has been successfully cracked. The Zodiac carried out attacks in Benicia, Vallejo, Lake Berryessa and San Francisco between December 1968 and October 1969. Four men and three women aged 16 to 29 years were targeted. A number of suspects have been named by law enforcement and amateur researchers, but there is no evidence of involvement in the serial killings. In April 2004 the San Francisco Police Department suspended investigations of the case, but the case was reopened in early 2007. Cases also remain open in Vallejo as well as in Napa County and Solano County. The California Department of Justice has maintained an open case regarding the Zodiac murders since 1969.

Confirmed victim
Although the Zodiac has confessed to 37 murders, researchers agree on only seven victims, two of whom survived. They are:
1. David Arthur Faraday (17) and Betty Lou Jensen (16) were shot dead on Lake Herman Road, within the city limits of Benicia on December 20, 1968.
2. Michael Mageau Renault (19) and Darlene Elizabeth Ferrin (22) were shot in the parking lot of Blue Rock Springs Park in Vallejo on July 4, 1969. Mageau remained alive, while Ferrin died on the way to the hospital.
3. Bryan Calvin Hartnell (20) and Cecelia Ann Shepard (22) were stabbed near Lake Berryessa in Napa County on September 27 27 1969. Hartnell survived despite nine stab wounds in the back, but Shepard died of his wounds on September 29, 1969.
4.Paul Lee Stine (29) was shot dead in the Presidio Heights neighborhood in San Francisco on October 11, 1969.

Possible victims
The murder victims below are suspected of being Zodiac victims, but the researchers did not agree with them.
1.Robert Domingos (18) and Linda Edwards (17) were shot dead on the beach around Lompoc on June 4, 1963. Edwards and Domingos were identified as Zodiac victims possibly due to similarities to the attack on Lake Berryessa.
2. Cheri Jo Bates (18) was stabbed to death and nearly beheaded near Riverside City College in Riverside on October 30, 1966. The relationship between the Zodiac and Bates that may have emerged only 4 years later was murdered, when the San Francisco Chronicle reporter Paul Avery received a whisper about the equations of the Zodiac serial killer state and Bates death.
3. Donna Lass (25) was last seen in Stateline, Nevada on September 6, 1970. A postcard with a Forest Pines condominium reclaimed that the Chronicle received on March 22, 1971 is interpreted as a Zodiac confession to the murder of Lass. There is no evidence of the Zodiac being involved in its disappearance.
There are only three survivors after meeting the Zodiac who might:
4. Kathleen Johns (22), he said, was kidnapped on March 22, 1970 on Highway 132 west of Modesto. Johns was able to run from the car of the man who took him and his daughter somewhere between Stockton and Patterson for about 3 hours.

Gaskins was tried on eight counts of murder on May 24, 1976, found guilty on May 28, then sentenced to death, which was later reduced to life imprisonment, because under the South Carolina General Assembly's 1974 the state tried to follow directions from the United States Supreme Court regarding the rule of the death penalty. .

Unfortunately, Gaskins went on to commit another murder on September 2, 1982, which earned him the title of the Cruelest Man in America. Even though he was already detained in the highest security block at the South Carolina Correctional Institution. He killed another death row inmate, Rudolph Tyner, who killed an old couple in a robbery in Burgess. Gaskins was paid to carry out this revenge murder by Tony Cimo, son of victim Tyner. Several times the assassination attempt on Tyner failed, most notably involving poison sprinkled on his food and drink. Gaskins then decided the use of explosives would be effective. Gaskins hid the C4 explosive on the speakers of a radio, which promised to make it easier for them to communicate between the prisoners. He asked Tyner to put the device in his ear, then set off the explosion. Gaskins stated that, "The last thing Tyner heard was me laughing."

For his actions which were not deterrent to killing, Gaskins was again sentenced to death. This case also marks the first time a white person has been sentenced to death for the murder of a black person. While on death row, Gaskins has also claimed between 100 and 110 murders. These included Margaret "Peg" Cuttino, the 13-year-old son of South Carolina Senator James Cutting Jr. Gaskins was executed September 6, 1991, at 1:10 a.m. in the electric chair, about 11 hours after he attempted suicide by cutting a blood vessel in an arm. His final sentence was, "I'm going to have a lawyer speak on my behalf. I'm ready to go now."

However, experts believe that the number of murders committed by Ted may be closer to 100 or maybe more. Until now, no one knows for sure how many people have been victims of Ted Bundy's murder. Most sources say that Ted started his action in 1974. That year there have been reports of missing women around the Seattle and Oregon areas. According to the story circulating, Ted was known as a man with a neat appearance and black hair. Ted seduces his victims to enter his car by pretending to be in pain.

In the fall of 1974, Ted Bundy moved to Utah for a reason. After his move, the police began to receive multiple reports of missing women. The following year, Ted was arrested for possessing robbery items such as a crowbar, face mask, rope and handcuffs in his car. After his arrest, however, the police began to link Ted to more serious criminal cases. In 1975, Ted was arrested for the kidnapping of Carol DaRouch. Carol is one of the few women who has survived Ted's crimes. Ted Bundy was later found guilty and sentenced to 15 years in prison.

Unfortunately in 1977, Ted managed to escape 2 times. At that time he was charged with the murder of a young woman in Colorado. While on his way to the courthouse library, Ted escapes for the first time by jumping over a window. However, he was recaptured after 8 days of escaping. In December 1977, Ted managed to escape a second time by punching holes in the ceiling in his detention cell. This provides an opportunity for Ted to carry out his brutal action again.

After successfully escaping for the second time, Ted went to Tallahassee, Florida. On the evening of January 14, 1978, Ted entered the Chi Omega student dormitory, at Florida State University. There he attacked 4 young women and killed 2 of them. On February 9, Ted got back into action by kidnapping a 12 year old girl named Kimberly Leach. The crime was the end of Ted Bundy's journey. Ted was finally arrested in February 1978. The evidence against Ted was the murder of 2 Chi Omega women, in which there were bite marks on one of the corpses. The bite marks proved to match Ted Bundy.

The London public at that time did not necessarily label the killer with a nickname that is still legendary today. The nickname Jack the Ripper comes from some anonymous letter that came out of nowhere. The letters were initially believed to be letters written by the perpetrators. However, there are many experts who consider these letters to be hoaxes made by certain parties to increase public interest in this case. Possibly, the fake letters were made by media journalists. Of course, it is with the aim of getting the public excitement which can be summarized as a news source.

Due to the massive coverage of the serial killings, the British public was stirred up and shrouded in excessive fear, especially since the London police were still unable to reveal the facts behind the panicked Jack the Ripper atrocities, especially in the poor area of Whitechapel. As noted on the National Archive page, the anonymous letters that were once sent to the public are now stored in the National Archives of London, England. Uniquely, these strange letters did not only come from England, but also from France and the United States.

In fact, even now, the culprit behind Jack the Ripper is still vague and mysterious. However, some modern forensic experts have begun to feel with certainty and claim that they have a single perpetrator, as written in Science Mag. In 2014, a genetic test carried out with state-of-the-art equipment concluded that Aaron Kosminski, a barber originally from Poland, was the sole culprit with 99 percent certainty.

DNA investigations were carried out on a scarf belonging to the victim with a small amount of blood stained and a spot of male semen. It is not easy to find accurate results because the cloth is very ancient and the forensic traces in it are also very blurry. However, with mitochondrial DNA analysis technology, a bright clue was obtained. Yes, the test results point to the DNA of the surviving descendant of Aaron Kosminski. The sperm trail on the victim's shawl is genetically identical to Kosminski's descendants. In the past, Aaron Kosminski was once included as one of the main suspects, but the police did not arrest him because there was not enough evidence.

However, again, until now this case is still mysterious. There are other DNA experts who argue that a sperm test using the mitochondrial DNA method will not determine who the culprit is because the test will instead bias and lead to clues to thousands of men in London around the crime scene. Kosminski was also admitted to a mental hospital because he was suffering from a severe mental disorder. He finally died in 1919 in the mental hospital. Kosminski was diagnosed with a mental disorder in the form of self-torture obsessed with deviant sexual arousal.

It is estimated that Garavito started his evil habits in 1992. He was always selective in choosing victims, usually those aged 6-12 years old, with a specific background, orphaned, poor or homeless. He knew these children had problems and that no one would be looking for them if they disappeared. Usually he would approach them in the suburbs, but sometimes he would also meet them on busy streets. Most of them were promised gifts or money. Sometimes he offers a job. To foster the trust of potential victims, he disguises himself as certain characters such as priests, old people, drug dealers, or farmers. In order to avoid suspicion, his disguises were always changing.

Between 1992 and 1999, Luis Garavito preyed on countless male victims throughout Colombia without the slightest fear of arrest. When he was caught, then he admitted to having killed hundreds of children while touring 54 cities in the country. The fact that he continues to wander, disguises himself, and that his victims will not be searched for when he goes missing, keeps him safe in his actions. It is estimated that the killings were carried out in the vicinity of Pereira, his home area. As soon as his potential victim was exhausted by Garavito's walking distance, he would begin to tie, torture and rape her. Sometimes their genitals are cut off and put into the victim's mouth. Their bodies are usually found in shallow graves with several bite marks. The scene of a case is usually filled with bottles of liquor and lubricant. After being arrested, Garavito admitted to being drunk when he killed them and claimed that his body was in the possession of "the ruler".

Garavito's action was smooth because Colombia had just escaped the Colombian Conflict in 1964. At that time many children without families roamed the streets. With a state of extreme hunger and tattered clothes, almost no one cared if they suddenly disappeared.

Garavito's crimes began to unravel in November 1997, when the bodies of 25 unidentified children were found in Pereira in a mass grave. In February 1998, two other bodies were found side by side outside the city of Genoa in Colombia. The other one was found with the weapon Garavito used to kill. Police also found notes around the site with address clues that led the police to Garavito's lover. At that time, he admitted that he had not seen Garavito for seven months, but then handed over Garavito's belongings which later became evidence, including photographs of boys, murder records and a long list of the names of his victims.

Garavito has actually been under suspicion and has been detained since 1996. On 9 June 1996, a boy went missing in Boyaca, and his body was found five days later. The child's mother began a search and discovered that her child was last seen in a shop with another child and an adult male. Garavito admitted that he did buy the children candy, but then he didn't bother them. This confession was enough to get him released again and he killed another child four days later.

Evidence of Garavito's actions was obtained from his lover. The police then managed to track down Garavito's residence. But he no longer lives there. It's just that, then he has no more luck after being attacked by a vagrant. The homeless man witnessed Garavito attack a street child and tried to defend the child. He did not realize that what he was fighting was the sadist murderer in history.

Luis Garavito was finally arrested on 22 April 1999. However, the police who detained him were not aware of Garavito's atrocities. Unexpectedly, his actions were later exposed during the interrogation and he admitted that he had killed a dozen children. Together with this confession, and Garavito's DNA evidence attached to the victim, as well as the glasses that were left at the crime scene. The glasses are specially made for the eye damage he suffered.

As noted by the newspaper El Tiempo, Garavito uncovers the motive for the cruel act he committed while being exposed to a prison psychologist. The answer is "I felt a sense of satisfaction, even though when the murder finally took place, guilt came over me.

In the end, Garavito confessed to killing 140 children in Colombia and was charged with 172 murders. He was found guilty on 138 counts. Although he received a sentence of 1,853 years in prison, Colombian law limits imprisonment to a maximum of 40 years (according to article 37.1 of the Colombian Penal Code). Because he collaborated with the police to pinpoint the location of the victim's body, his sentence was commuted to 22 years. He is supposed to be free by 2021, but Colombian law also stipulates that crimes against children deserve no relief. He was exiled from the other inmates to keep him safe. He is very paranoid and afraid that others will try to poison him. Therefore he only eats food from trusted people.

Because the three murders by Luis Garavito, Pedro López, and Daniel Camargo Barbosa were similar and occurred in the same country, it is thought that something was wrong with social life in Colombia at that time. After the Second World War, there was indeed chaos and political instability in Colombia, which was named the La Violencia era. The murder of the presidential candidate from among liberals is contagious and has led to the fall of 220,000 victims since around 1958. Acts of violence and murder are considered normal and become part of everyday life. This situation continued into the 2000s, which made it difficult for the police to carry out a thorough investigation.

His real name is Nasib. Because he often uses a kelewang when he steals oxen in the Stabat area, he is also called "Nasib Kelewang" by his friends. [1] The name "Ahmad Suradji" was carried after he was released from prison because he was tripped over in a case of ox theft, while the name Datuk was given by his friends because he married three siblings and lived in the same house.

Everyday Suradji works as a farmer. He only graduated from elementary school and has three wives and nine children. The police first discovered the body of one of the victims on April 27, 1997, a 21 year old woman named Sri Kemala Dewi. A week later, a witness said that on the day Dewi disappeared, he had taken Dewi to Suradji's residence. The police later found a pile of women's clothes and jewelry there, including belongings of Dewi. Suradjapun was arrested.

Whether Suradji himself pleaded guilty is not clear. There are sources who say that he does not want to confess, but there are also those who claim that he has confessed his actions. In a report, Suradji confessed to killing because he wanted to perfect the knowledge he was learning. In order for his knowledge to be perfect, he had to kill 70 women and suck the saliva of the victims. This knowledge he himself got from his father when he was 12 years old, although his attention to this knowledge only began to be felt when he reached the age of 20.

Alexander Pichushkin was born on April 9, 1974 in the Russian part of the Soviet Union. He was initially a sociable child, but that all changed when he suffered a head injury, causing a shift in his behavior. He became hostile and impulsive, and he was frequently bullied at school. Eventually, his mother decided to transfer him to a special needs school; however, upon reaching early adolescence, his grandfather removed him from said school. This was because he regarded Pichushkin to be intelligent, and the school was focused more on overcoming disability rather than promoting achievement.

Pichushkin moved in with his grandfather and was taught how to play chess. He would go on to play against elderly men in Bitsa Park. Unfortunately, Pichushkin continued to be bullied by mainstream students in his adolescence, and things took a turn for the worse when his grandfather died, which devastated him and led to a vodka addiction. He returned to his mother's home and enrolled as a student. Meanwhile, Pichushkin kept playing chess in Bitsa Park and also developed a sadistic hobby in which he would record himself threatening children. He watched these videos repeatedly to reaffirm his power, but his murderous urges were not satisfied.

In 1973, Chikatilo stroked a teenage student's breast and then ejaculated at him; several months later there were repeated violations against other students. Despite complaints from parents, as well as rumors that she repeatedly masturbated in front of students, she was never charged with the crime. However, within a few months, the school director finally ordered him to resign or be fired; Chikatilo chose voluntary resignation. He moved from school to school over the next several years, until his career ended in March 1981, when he was accused of molesting students of both sexes. However, no charges were filed, and he worked as a traveling clerk at a factory. Currently, he had committed at least one murder.

In December 1978, Chikatilo kidnapped and attempted to rape nine-year-old Yelena Zakotnova. Still suffering from impotence, he choked and stabbed her, then threw her body into the Grushevka River. Later, Chikatilo admitted to having ejaculated while stabbing Yelena. Police investigators found some evidence linking her to Yelena, including blood in the snow near her home, and a witness who saw a man who matched her description talking to the child at his bus stop. However, a worker living nearby was arrested, forced to confess, and convicted of the girl's murder. He was eventually executed for the crime, and Chikatilo remained free.

In 1981, twenty-one year old Larisa Tkachenko disappeared in the city of Rostov. He was last seen exiting the library, and his body was found in a nearby forest the next day. He had been brutally assaulted, beaten and strangled to death. In his later confession, Chikatilo said he had tried to have sex with her but was unable to achieve an erection. After killing him, he mutilated his body with a sharp stick and his teeth. However at that time there was no link between Chikatilo and Larisa.

Nine months later, Lyubov Biryuk, thirteen, was on his way home from the shop when Chikatilo jumped from the bush, grabbed him, tore his clothes and stabbed him nearly two dozen times. Her body was found two weeks later. Over the following months, Chikatilo increased his urge to kill, killing at least five more people between the ages of nine and eighteen before the end of 1982.

Its typical modus operandi is to approach runaway and homeless children, lure them to isolated locations, and then kill them by stabbing or strangling. He viciously mutilated the body after death, and later said that the only way he could achieve orgasm was by killing. Apart from teenagers of both sexes, Chikatilo also targets adult women who work as prostitutes.

A Moscow police unit began working on the crime, and after studying the mutilations in the body, it was soon determined that at least four of the murders were the work of a single assassin. As they interrogated potential suspects - many of whom were forced to confess to various crimes - more bodies began to appear.

In 1984, Chikatilo came to the attention of Russian police when he was seen trying to talk repeatedly to young women at bus stations, often touching them. After investigating his background, they soon discovered his past history and rumors about his teaching career several years earlier. However, blood group analysis failed to link him to the evidence found on the bodies of several of the victims, and he was left alone.

In late 1985, after more murders had occurred, a man named Issa Kostoyev was appointed to lead the investigation. To date, more than two dozen murders have been attributed to the work of one person. Cold cases are re-examined and previously examined suspects and witnesses are interrogated again. Perhaps most importantly, Dr. Alexandr Bukhanovsky, a prominent psychiatrist, was granted access to all case files. Bukhanovsky then produced sixty-five pages of psychological profiles of the unknown assassin, the first of its kind in Soviet Russia. One of the main features of the profile is that the killer is likely to suffer from impotence, and can only achieve arousal by killing; the knife, according to Bukhanovsky, is a penis substitute.

Chikatilo continued killing over the next several years, as many of the victims' bodies were found near the train station, Kistoyev directed undercover and uniformed officers along miles of railroad tracks, starting in October 1990. In November, Chikatilo killed Svetlana Korostik; she was observed by a plainclothes officer as she approached the train station and washed her hands in a nearby well. In addition, he had grass and dirt on his clothes and small wounds on his face. Even though the officer spoke with Chikatilo, he had no reason to arrest her and let her go. Korostik's body was found nearby a week later

Police put Chikatilo under surveillance and watched him continue to have conversations with children and single women at the train station. On November 20, they arrested him, and Kostoyev began interrogating him. Although Chikatilo has repeatedly denied involvement in the killings, he did write several essays while in custody that fit the personality profile described by Bukhanovsky five years earlier.

Finally, the police brought Bukhanovsky himself to talk to Chikatilo, because Kostoyev was not successful. Bukhanovsky read Chikatilo's quote from the profile, and within two hours, he confessed. Over the next few days, Chikatilo would confess, in grisly detail, the thirty-four murders. He later acknowledged an additional twenty-two that investigators were unaware of.

In 1992, Chikatilo was formally charged with 53 counts of murder and found guilty of 52 counts. In February 1994, Andrei Chikatilo, Butcher of Rostov, was executed for his crimes with a single shot to the head.

Charles Edmund Cullen (born February 22, 1960) is an American serial killer who confessed to killing up to 40 patients during his 16-year career as a nurse in New Jersey. However, in subsequent interviews with police, psychiatrists, and journalists, it became clear that he had killed many more, whom he could not specifically recall, although he could often remember the details of their murders. [4] Experts estimate that Cullen may ultimately be responsible for 400 deaths, which would make him the most prolific serial killer in recorded history.

Charles Cullen was born in West Orange, New Jersey to a working-class Irish Catholic family, the last of eight children. His father Edmond, a bus driver, was 56 years old when Charles was born, and died on September 17, 1960 when Charles was only seven months old. Cullen described his childhood as "miserable" and constantly bullied by his sister's boyfriend and schoolmates. When he was nine years old, he made his first suicide attempt by drinking a chemical from a chemical set. Later, while working as a nurse, Cullen claimed to have fantasized about stealing drugs from the hospital where he worked and using them to end his life.

Cullen's mother, Florence Cullen was killed in a car accident on December 6, 1977 at the age of 60, when Charles was still in his final year of high school. Charles remembers his mother's death as "devastating," and he is upset that the hospital refused to return his body - instead cremating it. The following year, Charles dropped out of school and enlisted in the United States Navy, where he served on the submarine USS Woodrow Wilson. Cullen successfully passed the basic training and rigorous psychological examinations required for the submarine's crew, who are expected to spend two months underwater in the cramped ship.

Cullen rose to the rank of second class officer as part of the team that operated the ship's Poseidon missile. He was no better match in the Navy and was fooled and bullied by his fellow crew members. A year into his service, the prominent Cullen petty officer at Woodrow Wilson found him sitting in missile control wearing a surgical mask, gloves and scrubs instead of his uniform. Cullen was disciplined for this act, but never explained why she was dressed that way. The Navy made the decision to reassign Cullen to lower pressure work on the supply ship USS Canopus. He attempted suicide and was admitted to the Navy's psychiatric ward several times over the next several years.

Cullen received a medical discharge from the Navy in 1984, for undisclosed reasons. Shortly thereafter, he enrolled at the Mountainside Hospital Nursing School in Montclair, New Jersey. Elected president of her nursing class, she graduated in 1986 and began working in the burns unit at St. Petersburg. Barnabas Medical Center in Livingston. During this time, he met and married his wife Adrianne Baum. Their daughter Shauna was born later that year. The Cullen's wife became increasingly disturbed by his unusual behavior and abuse of the family dog.

The first murder Cullen later admitted to took place at St. Petersburg. Barnabas. On June 11, 1988, Cullen administered a fatal intravenous drug overdose to a patient. Cullen eventually confessed to killing several other patients at St. Petersburg. Barnabas, including an AIDS patient who died after being given an insulin overdose. Cullen left St. Barnabas in January 1992 when hospital authorities began investigating who contaminated the IV bag. The investigation determined that Cullen was most likely responsible, resulting in the death of dozens of patients in the hospital.

One month after leaving St. Barnabas, Cullen worked at Warren Hospital in Phillipsburg, where he killed three elderly women with an overdose of the heart drug digoxin. His latest victim said that a "sneaky male nurse" had injected him while he was sleeping, but family members and health care providers at the hospital dismissed his comments as baseless. The following year, Cullen moved into a basement apartment in Phillipsburg after the controversial divorce from his wife. She shares custody of her daughter. Cullen later claimed that she wanted to stop breastfeeding in 1993, but court-ordered child support payments forced her to continue working.

In March 1993, Cullen broke into coworkers' homes while she and her young son slept, but left without waking them. He then started stalking the woman, who filed a police report against him. Cullen later pleaded guilty to offense and received one year of probation. The day after his arrest, Cullen attempted suicide again. She took two months off and was treated for depression in two psychiatric facilities, but attempted suicide two more times before the end of 1993. That September, a 91-year-old cancer patient reported that Cullen, who was not the assigned nurse, broke into her room and injected her with a needle. . He died the next day. His son protested that his death was unnatural and Warren Hospital gave Cullen and several other nurses, who passed Cullen's lie detector tests. Cullen continued working at Warren until the following spring.

Cullen began a three-year stint in the intensive care / cardiac care unit at Hunterdon Medical Center in Flemington. He claims he didn't hurt anyone for the first two years, but hospital records for that time period had been shattered when he was arrested in 2003. Cullen confessed to killing five patients between January and September 1996, again with a digoxin overdose. He then landed a job at Morristown Memorial Hospital, but was soon fired for poor performance. Cullen remained unemployed for six months and stopped making child support payments. After seeking treatment for depression in the Warren Hospital emergency room, Cullen was admitted to a psychiatric facility for a short time.
(If you want to know more check this link)

Cullen was arrested at a restaurant on December 12, 2003, charged with one count of murder and one count of attempted murder. On December 14, he admitted to homicide detectives Dan Baldwin and Tim Braun that he had murdered Florian Gall and attempted to murder Jin Kyung Han, both patients at Somerset. In addition, Cullen told the detectives that he had murdered as many as 40 patients over his 16-year career. In April 2004, Cullen pled guilty in a New Jersey court to killing 13 patients and attempting to kill two others by lethal injection while employed at Somerset.

As part of his plea agreement, Cullen promised to cooperate with authorities if they did not seek the death penalty for his crimes. A month later, he pled guilty to the murder of three more patients in New Jersey. In November 2004, Cullen pled guilty in an Allentown court to killing six patients and trying to kill three others. He repeatedly interrupted the proceedings by taunting the judge with the chant, "Your Honor, you need to step down." Cullen was ordered to be restrained and gagged.

On March 2, 2006, Cullen was sentenced to eleven consecutive life sentences in New Jersey, and is not eligible for parole until the year 2403.Currently, he is held at New Jersey State Prison in Trenton. On March 10, 2006, Cullen was brought into the courtroom of Lehigh County President Judge William H. Platt for a sentencing hearing. Cullen, upset with the judge, kept repeating, "Your Honor, you need to step down" for thirty minutes until Platt had Cullen gagged with cloth and duct tape. Even after being gagged, Cullen continued to try to repeat the phrase. In this hearing, Platt gave him an additional six life sentences. As part of his plea agreement, Cullen has been working with law enforcement officials to identify additional victims.

Cullen stated he administered overdoses to patients in order to spare them from being "coded" — going into cardiac or respiratory arrest and being listed as a Code Blue emergency. He told detectives that he could not bear witness to or hear about attempts at saving a victim's life. Cullen also stated that he gave patients overdoses so that he could end their suffering and prevent hospital personnel from dehumanizing them. However, not all of his victims were terminal patients. Some, like Gall, had been expected to recover before Cullen killed them. Nurse Lynn Tester described many of the victims as "people on the mend" in a police interview.

Instead of using common painkillers and stimulants, access of which was strictly regulated by hospitals due to their value as street drugs, Cullen chose instead to use as his tools of choice drugs such as digoxin and insulin, which had little use outside of a hospital setting and were less likely to attract attention.

Investigators stated that Cullen may have caused patients to suffer, but that he appears not to realize this, contradicting his claims of wanting to save patients. Similarly, Cullen told investigators that although he often observed patients' suffering for several days, the decision to commit each murder was performed on impulse. Cullen told detectives in December 2003 that he lived most of his life in a fog and that he had blacked out memories of murdering most of his victims.[citation needed] He said he could not recall how many he killed or why he had chosen them. In some cases, Cullen adamantly denied committing any murders at a given facility, but after reviewing medical records, he admitted that he was involved in patient deaths.

Cullen was largely able to move from facility to facility undetected because of the lack of requirements to report on suspicious behavior by medical workers, and inadequate legal protection for employers. New Jersey and Pennsylvania, like most states, required health care facilities to report suspicious deaths only in the most egregious cases, and penalties for failing to report incidents were minor. Many states did not give investigators the legal authority to discover where a worker had previously been employed.

Employers feared to investigate incidents or give a bad employment reference for fear that such actions might trigger a lawsuit. According to detectives and Cullen himself, several hospitals suspected he was harming or killing patients, but failed to take appropriate legal actions. Following Cullen's criminal conviction, many of the hospitals where he had worked were sued by the families of his victims. The files and settlements against the New Jersey hospitals, all settled out of court, are sealed.

In some cases, individual workers took it upon themselves to informally try to prevent Cullen from being hired, or to have him terminated. Some contacted nearby hospitals in secret, or quietly spoke to their own superiors, to alert them that they should not hire Cullen.[citation needed] When Cullen took a job at Sacred Heart Hospital in Allentown in June 2001, a nurse who had heard rumors about him at Easton Hospital advised her co-workers. They threatened to quit en masse if Cullen was not immediately dismissed, which he was.

Prompted by the Cullen case, Pennsylvania, New Jersey, and 35 other states adopted new laws which encourage employers to give honest appraisals of workers' job performance and which give employers legal protections when they provide a truthful employee appraisal. The New Jersey laws in particular formed the model that the rest of the states would follow. First, the 2004 Patient Safety Act increased hospitals' responsibility for reporting "serious preventable adverse events". The 2005 Enhancement Act was a supplement to the Patient Safety Act, and required hospitals to report certain details about their employees to the New Jersey Division of Consumer Affairs. It also mandated that complaints and disciplinary records relating to patient care be kept for at least seven years.
