What is the difference between a “meaningful” and “critical” reflection?
The guide gives the teacher the list on what took for to assess whether the reflection is either meaningful or critical. It states that: 
"some ways of showing meaningful reflection are: linking to the aims, commenting on what they have learnt, considering some limitations or comparing different mathematical approaches" while "some ways of showing critical reflection are: considering what next, discussing implications of results, discussing strengths and weaknesses of approaches, and considering different perspectives."

I expect my students to go in depth about their work. I also encourage them to write it in their own words. (Most of my students are EAL and there are limits to their grammar). 
A good reflection should demonstrate some consideration of limitations and/or extensions and relate mathematical ideas to their own previous knowledge.  

I want a reflection to be critical, students need to think about what could have gone better. Did they spend to much time looking for a topic? How did they find their data?

Some students have said to me that if they write what they could have done things differently...the 'what if' then are they shooting themselves in the foot.
What I look for is that they comment on results, look at limitations and try to derive meaning/application from their results. It is not enough just to summarize it at the end. 
At every stage of their work they have to ask the question: why? and what next? as well as what if? 
They need to consider limitations at every stage. Also they have to be critical about what they wrote and consider that things could be done in a different way (better?).
