Choice: C. Improve coastal defences, monitoring and warning systems and the construction of safe areas in secure buildings.
Reason for choice : We did not choose choice A ( Rebuilding sea wall of the same height. Coastal defences are too expensive and it can be unsightly to see a sea wall that tall. ) because it is too costly to build such a high wall . To build a wall that high, It would cost Japan even more money than it used to fix the damaged infrastructure. We have some questions concerning the choice A... such as " What if the next tsunami is higher than the one in this Tohoku earthquake? " .
