         <description><![CDATA[<div><strong><em>International recognition that women have a right to a life free of violence is a recent one. </em></strong><br>DEVAW (Declaration on the elimination of all forms of violence against women) <strong>strengthens</strong> the work of CEDAW (Convention on the elimination of all forms of discrimination against women). This resolution aimed to  overturn government's stance that violence against women was a private, domestic matter not needing State intervention.  The Declaration emphasizes the State's obligation to ensure prevention, investigation and punishment of all perpetrators, minimizing the distinction between public and private actors. </div>]]></description>
