Too: It is used to refer to a quantity of something which is more than the necessary. It means more than sufficient.
For example: 
My mum says that I am too old to go to fancy dress parties.
Also, it can be used in the negative form meaning "not that much". 
For example: 
It's not too late to go to the cinema. Get dressed and let's go!
Enough: It is used to refer to a quantity of something that is just  the necessary. It means sufficient. 
For example: 
I have enough money to go to Brazil with my friends.
Also, it can be used in the negative form meaning "less than the necessary"
For example:
