In efforts to westernize under developed Russia, Peter took a trip through Europe taking notes along the way, then implementing those customs/ ways of living into Russian society. As well as government changes such as implementing taxes to improve administrative efficiency, Peter also commanded his subjects change their styles(shaving traditional beards or wearing European specific fashions).
      Most notable symbol of his policies is St. Petersburg. St. Petersburg is the only useful water port in Russia, still today. It has inhabited the powerful Russian navy and has been the capital of Russia since 1703.

Pegachev raised an army of serfs, peasants and exiles and killed  thousands of government officials and noble landowners. Once rebellion is squashed, Government officials dragged Pegachev to Moscow in chains, beheaded him and quartered his body leaving citizens of Russia fear stricken.
