I think the difference between note taking and note making is who the ownership falls on. With note taking the role is more passive. With note making the student is able to make meaning of what they are learning. They make the content meaningful to them.

Taking notes could cause a reluctant student to have anxiety about just what to write. Or, it could lead a learner who is not being reflective to mindlessly write whatever they think they should write.
