         <description><![CDATA[<div>-The General Assembly makes two kinds of laws:<br>&nbsp; &nbsp;1.) Statutes: applies statewide ex: House Bill #2&nbsp;<br>&nbsp; &nbsp;2.) Local or Special&nbsp;<br>- Through statutes the general assembly decides how much money the state government will spend and how state expenses will be paid for including what state taxes people will have to pay. ex:&nbsp;<br>- Oversights Committees- the general assembly has the power to create them. It allows them to lean how well laws need to be changed.&nbsp;<br>-&nbsp;They have the responsibility for impeaching and trying judges and members of the Council of State. </div>]]></description>

         <title>Organization of the General Assembly </title>

         <description><![CDATA[<div>- Elections: Members of the General Assembly are elected from legislative districts of relatively equal population. They redo the electoral districts after each census. 50 senators-&gt; 50 senate districts. 120 house seats-&gt; 120 house districts.<br>- Qualification: To be in the House in NC a citizen must be 21 yrs old and lived in the district for a year before the election. To be in the NC Senate you have to be 25 yrs old and have been living in NC for at least two years, and must have lived in the district for at least one year before the election.&nbsp;<br>- General Assembly Leadership: The Speaker of the House leads the House of Representatives. He presides and he has key appointments.The lieutenant governor is also president of the senate, but this official votes only to break a tie. <br>- Legislative Sessions:&nbsp;In odd-numbered years the general assembly meets for "long session" which traditionally lasts from January to June. In even numbered years they finish up work from previous years.<br>- Key Legislation:&nbsp;Net proceeds from the lottery go towards funding education. In 2006 they approved a new minimum wage and they passed ethics and campaign reform legislation. <br><br></div>]]></description>

         <description><![CDATA[<div><strong>Roles</strong>: He is the Chief of State- the symbolic leader who speaks for North Carolina, Commander in Chief- the federal government can take over the National Guard,&nbsp; Chief Executive- responsible for seeing that state policies are carried out. <br><strong>Duties/Responsibilities</strong>:&nbsp; He appoints key officials, coordinates the work of most state agencies, and he administer the state budget and he also proposes a state budget as well as other legislation.<br><strong>Qualifications</strong>: 30 years old, citizen for 5 years and a resident for 2 years.<br><br></div>]]></description>
