It cannot be justified, as the source of this information cannot be ascertained.&nbsp;<br><br>The sentence "For covering... goes to..." could likewise be potentially defamatory to the agency. It was not fair comment because the insinuation that the agency was "covering their rear" is an unfactual opinion.</em></div>]]></description>
