The ICs will not take part in any evacuation or treatment. They will focus solely on managing their post and respective boards, (the whole triage for the OIC). E.g. Evacuation teams will report to Evac IC only. Evac IC will then report to the OIC. So there is a hierarchy to follow in terms of reporting. There is no purpose of evacuation teams entering the building before the scouts return because at that point, no one knows where the casualties are located. Only after the scouts report casualty location to the OIC, then the Evac IC will send out the evacuation teams. Hope that answers your question
