The expectation simply cannot be fulfilled, an academic cannot have all the hats on among all their other jobs. Either there is commitment to a tutorial system (a la Oxbridge), well-resourced, or PT will stay in the area of reactive, "deficit" engagement. There are too many roles for a single PT to fulfill... 
In Computer Science, one tutor has about 40 tutees to take care of.
