Drug testing would give the state an opportunity to help individuals who are addicted to get the treatment needed. 
Tax payers would have the relief of knowing there tax monies are being  used in a positive manner.
Drug testing is a requirement of jobs; it should be a requirement of welfare.

This in itself is eliminating active drug users. That would be why the positive drug tests results are not as high as people expect when using this program because they are not willing to take the test in the first place.
