The government could settle conflicts, for when anything illegal happens. The government could make currency and could negotiate for treaties and for trading. The Government had just what they needed as a Government but, need to enforce it.

Which also is my next point. Limited powers is a strength but weakness. Limited powers give more control to the states instead of the government. If there were more branches, they would limit each-other, not just one limited branch because that, is to much to handle. If they had other branches and a President to control the states, then the government system would be close to perfect.

When the Government raised the taxes the states had more power to refuse any tax or request. Daniel Shays was a poor farmer and he started a rebellion with other farmers and house owners.
