         <title>Constitution Ratified </title>

         <description><![CDATA[<div>March 9, 1789.&nbsp;<br><br>The Constitution would not be binding until its ratification by nine of the existing 13 states. Hamilton and Madison wrote the "Federalist Papers" in efforts for votes. "The first state to ratify the Constitution was Delaware on December 7, 1787, followed by Pennsylvania, New Jersey, Georgia, and Connecticut. Some states voiced opposition to the Constitution on the grounds that it did not provide protection for rights such as freedom of speech, religion, and press." In response, the Bill of Rights would be added to the Constitution.&nbsp; The Constitution was finally ratified as by Massachusetts, Maryland, South Carolina, and, lastly, New Hampshire.
