If a newborn is born deaf blind, it will most of the time be picked up during newborn screening, but if it is not it can be later detected in routine checks as the child gets older. If an adult has developed deaf-blindness (which is most cases) they themselves can notice the deterioration of their sight and hearing. Once deaf-blindness is identified an assent should be arranged next. A resource I find the most useful is the Center for Parent Information & Resources. This website offers resources to educate you about deaf-blindness, as well was different resources to offer help in supporting your deaf blind child.
