The decision of the teacher/ school head is not right/not valid. In the first place wearing of uniform is not mandatory although there i a prescribe uniform in the said school.
The teacher should consider first the situation of the student.
 2. The teacher/ school head may ask the student why he / she is not in proper uniform. The teacher can give motivations to the student the benefit of wearing the  proper uniform.
