Early mark making is a sensory and physical experience. children start mark making from an early age to strengthen muscles and fine motor skills. Children only start to give meaning to the marks they make at 2-3 years old. At 3-4 children should start forming recognisable letters. At 4 plus children start to become emergent writers.
https://www.surreycc.gov.uk/__data/assets/pdf_file/0003/95007/Development-of-mark-making.pdf
