A bill is introduced to Congress, and Congress may introduce legislation. Then the bill is sent to the appropriate committee for review. The bill then goes through a series of hearings before being reported to the House or Senate where they will decide whether the bill will be considered. After debates, a majority vote will pass the bill. If both houses of Congress agree, the bill will be passed to the President where he may pass or veto it. If the President vetoes it, the bill gets sent back to the Congress, and they may overrule the veto with a 2/3 majority vote of each chamber.
