I myself am an animal lover and it is with great sadness that I propose such action, but the truth is that some adults just aren't responsible dog owners. I recommend a return to compulsory dog licensing and the micro-chipping of animals, so that we have a database of all dogs and their registered owners. As stated, certain breeds and cross-breeds of dog should be muzzled in public as a matter of law, with the size of this list open to constant review.
