         <description><![CDATA[<div>Both the Bolshevik and Tsarist regimes acted in similar ways in regards to addressing famine. However, the Bolsheviks were culpable for worsening conditions for farmers whereas the Tsarist regime made active attempts to help farming in Russia. "In 1920 the sown area in the Volga region had declined by a quarter since 1917." This quote from Orlando Figes <em>A People's Tragedy </em>shows that since Bolshevik rule, farm yields and production had significantly worsened, helping to contribute to mass starvation and worsening conditions.<em> </em> He elaborates. "Yet the Bolsheviks continued to take more - not just surpluses but vital stocks of food and seed - so that when the harvest failed it was bound to result in the ruin of the peasants." In comparison, the Stolypin reforms under the Tsarist regime resulted in a vastly exceptional result than that of the Bolshevik Govt. According to the BBC, "...agricultural output increased by a third, while peasant land ownership increased by 30 per cent [under the Stolypin reforms.]" The Stolypin reforms was an attempt to address the issues of Russian agriculture which was ripe for famines such as those of 1891-1892, 1906 and 1911. The positive results in the Stolypin reforms is significantly contrasted by the failure of the Bolshevik efforts to alleviate the horrible famine of 1921-1922.<br><br>- Andrew</div>]]></description>
