The Acadians were always getting disrupted by an ongoing conflict between Britain and France. In 1713 France lost Acadia when they signed the Treaty of Utrecht. This gave Britain control. The British would only let the French Acadians stay if they signed an oath of allegeiance. Which would mean that they would have to fight there own people. The Acadians didn't want to fight eachother so they didn't sign it. Between 1755 and 1760 Britain didn't trust the situation so they kicked 10000 out of 12000 French inhabitants out of British north. They were either sent back to France or to other French colonies.

The massive migration of Loyalists to British North America led to the creation of a third colony in 1791. Upper Canada ensured Quebec was in two separated colonies which was it was made official by the Constitutional Act of 1791. In a bid to end the French-English conflict, Lord Grenville, Secretary of State with the Colonial Office, presented the British Parliament with a bill dividing of the Province of Québec along lines into two separate entities which are Upper and lower Canada. At the end of the 18th century, the residents of Upper and Lower Canada would now have to cope with the difficult beginnings of linguistic duality.
