         <description><![CDATA[<div>Categorical Grants: The government gives money to the sates for a specific project or purpose. Theoretically speaking the federal government can give categorical grants to fund the roads, even if the state would rather use that funding for agriculture or something else.<br>Federal Mandates: A proposed action towards the states from the federal government in return for federal funding. An example would be the National drinking age, and the federal coercement through Federal Mandates. </div>]]></description>

         <description><![CDATA[<div>Block Grants: Increased the power of the states by allowing the states to do what they want with the governments money. the government gives money to the board of education to be spent in any way.<br>Tenth Amendment: Increased power to the states by giving them any powers not bestowed specifically by the constitution.&nbsp;because pets aren't mentioned in the constitution different types of pets are allowed in different states.</div>]]></description>
