The high school dropout rate is about 7.5% and reading failure is a prime cause of students leaving school. :( 

A few strategies that I thought of that could help students enjoy reading are: 
Letting students pick their own book
Vary the subject matter
Change WHERE you read (be comfy)
Form book clubs with the same genres
Encourage students to bring in items/props relating to their book

Some teachers expect students to read at home, but for students in poverty, that isn’t an option most of the time. Reading in class is where most of the students are going to get experience.
