         <description><![CDATA[<div>Anshika: An increase in tax on alcohol will increase the cost of production for alcohol firms. As alcohol has price inelastic demand, the increase in cost will be passed onto consumers in the form of increase prices in order to protect profit margins. As less people will be willing and able to demand alcohol at this higher price, there will be a decrease in quantity, resulting in the optimum quantity to be produced. Therefore, allocative efficiency is achieved and the externality is internalized. <br><br>Joel: by increasing the tax on alcohol this will increase the cost of alcohol for consumers. The government will be able to use the extra revenue gained from  the 1 percent increase to 10% to improve the health care provided. <br><br>In addition, as mentioned in the article an imposition of this tax will help reduce underage drinking and driving under the influence reducing the amount of accidents in America as producer will pass this tax on to the price of consumers. due to the fact that consumers will be unable to afford the good. however, it is important to consider that alcohol is addictive therefore consumers may find other means of getting alcohol. such as theft etc. </div>]]></description>

         <description><![CDATA[<div>Alcohol is an addictive good with its consumption associated with increased health risks and other negative external effects such as increased crime rates. This causes the marginal social benefit to decrease and not be equal to the marginal private benefit which causes allocative inefficiency.This could increase government spending on repairs and increased healthcare costs which creates an opportunity cost. Alcohol is a demerit good which are usually overprovided in the market at a price lower than socially optimum which is a cause of market failure.</div>]]></description>

         <description><![CDATA[<div>A legislative proposal (using funds from an increase in tax on alcohol sales) that would incentivize health care providers to set up or extend services in poor and rural communities. It would be funded by a 1 percent increase in the state’s alcohol tax, boosting it to 10% from 9%.<br>However this would come at a cost to consumers as well as some of the businesses and economic engines impacted most by the covid 19 pandemic.<br>He called the tax increase an “appropriate funding mechanism” that also could help curb underage drinking, binge drinking and driving under the influence.<br>“It’s a public health win-win,” said Vincent DeMarco, president of the Maryland Citizens’ Health Initiative. “Equity is going to be a top priority this session, and health equity is going to be a key part of that.”<br>The liquor sales tax increase would only apply to liquor stores for the first two years after enactment, allowing restaurants and bars to recover from the economic shortfalls suffered during the coronavirus pandemic, the group said. DeMarco said the tax funding could amount to $14 million per year for the first two years and $22 million per year after restaurants and bars start contributing.<br>“It’s going to be a slow return,” he said. “It’s just not the right time to be doing this.”</div>]]></description>
