The Soviet Ministry of Internal Affairs told Semyonov to retain the East German population by using propaganda focusing on the bad lifestyle in West Germany. They also looked into increasing jobs, abandoning mass arrests against civilians and lessing punishments for crimes, and putting extra attention into the agricultural sector. The USSR wanted to keep their population in East Germany. By improving the living conditions, the USSR hoped to retain its population.
