I'd say a narrative mostly, though it jumped around in time a bit.  The story generally went in chronological order, starting when the speaker was very small, and ending with the speaker being more grown up.  For the most part, the essay contained plot structures like rising action and climax.  
2. I liked how the speaker introduced the situation, then gave examples, then explained the examples.  The speaker was pretty explicit in describing how raising a brother impacted them. 
3. The essay does reflect on their experiences in a meaningful way, it directly mentions the qualities that the speaker has developed as a result of the experience centered in the essay.
4.   I think that I would accept this student.  Their essay is logically ordered and well written, and lays out life experiences as well as the speaker's individual characteristics.
