At the start of the novel  Katniss is not willing to kill. I know this because in the text mentions that she doesn't want to hurt anyone During the events that unfold, Katniss is willing to kill. This can be seen in chapter 18, when it states, “I will, ill win for the both of us.” At the end of the novel Katniss ends up killing 2 people. This information is shown in the book on page 233.
