Commission: Economical Committee

Country: The United States of America

Question: Globalisation Regulations

The United States of America is honoured to participate to the debate about the different forms of globalisation regulations that could be adopted.

The globalisation is a process of interconnection of global economies, increasingly liberal, and of the corporations. The USA defend the concept of economic liberalism, i.e. possess, invest and exchange with other global economic players easier thanks to limited state intervention and thanks to regulation with the law of supply and demand. This concept also defends some financial deregulation. Thanks to its liberal economic policies, the United States of America is one of the most important players in globalisation. For example, the USA has firmed the USMCA during the 2008 financial crisis.

The main partners of the USA in the international trade are the European Union countries, Canada, Mexico, China and Japan. The exports constitute $1.58 trillion (18.7% with the EU, 18.3% with Canada, 15.9% with Mexico, 8% with China and 4.4% with Japan) and the imports account for $2.35 trillion (21.4% with China, 18.9% with the EU, 13.2% with Mexico, 12.6% with Canada and 6% with Japan).

However, globalisation has some limits, which is why it must be regulated. That’s why the USA are part of trade organisations, such as the WTO (World Trade Organization), the APEC (Asia-Pacific Economic Cooperation), the ASEAN (Association of Southeast Asian Nations) and the OECD (Organization for Economic Co-operation and Development).

On the other hand, globalisation is not only a source of financial and trade flows, but also of various types of migration. The most important migration problem for the USA is that of South American refugees. That’s why a physical border is erected between the USA and Mexico. Nowadays, Donald Trump, the president, has plans to continue this physical frontier by building a wall. Furthermore, this separation would be an effective means of curbing the illegal drug market in the USA.

In addition, the United States of America support the capitalism, which consists of private ownership of the means of production, and of the capital accumulation by the businesses to be able to produce more, and thus contribute more actively to economic growth and to GDP of their country. Today, the USA’s Gross Domestic Product (GDP) equals $20.66 trillion, placing the USA at the top of the world’s economic powers. That’s why the United States exercise significant dominance, particularly through the Americanization process. Moreover, the USA has one of the most important poles of the globalisations: The Silicon Valley.

Reminding the resolution 2017/13, the delegation of the United States of America thinks that it could be important to adopt policies to regulate globalisations in some cases. For example, it may be decided to boycott a nation that does not respect human fundamental rights, that faces a political, economic or social crisis that could affect other countries, or that does not respect the regulations imposed by bodies such as the WTO.

Commission: Economical Committee

Country: The United States of America

Question: Pre-emptive measures for the speculated 2020 financial crisis

The United States of America is honoured to participate to the debate about the pre-emptive measures that could be taken to be able to react to possible causes and consequences of the speculated 2020 crisis.

A few years later the 2008 global financial crisis, the delegations are still ongoing debates about the causes and the consequences of the financial crisis. One of the most important economic issue is what will trigger the next global crisis and recession, when, and how to get ready for it. Looking ahead, some economists hypothesised that the next crisis and recession will start in 2020.

The current global expansion will continue because Europe remains on a recovery path, the US is running a large deficit to be able to support its fiscal policies, and China is pursuing loose fiscal and credit policies. However, nowadays, countries are always deeply affected by the 2008 global financial crisis. Although the global economy has been undergoing a sustained period of synchronized growth, it will inevitably lose steam as unsustainable fiscal policies in the US start to phase out. That’s why by 2020, the conditions will be ripe for a financial crisis, followed by a global recession.

The delegation of the USA is totally aware that the speculated 2020 crisis could have important consequences at the global level, especially as the global economy is still weakened by the 2008 global crisis. In addition, because of the decline of its fiscal policies and because of the important deficit, the government of the USA will lack the policy tools to manage this speculative crisis. That’s why the delegation of the United States of America is alarmed by the urgency to find pre-emptive measures to be better prepared to that speculated 2020 financial crisis, which is supposed to start in less than a year.

To be able to adopt pre-emptive measures for the speculated 2020 financial crisis, the delegation of the USA recommends that the economic committee agrees on palliative measures for the recent 2008 crisis, as a first step.

Commission: Economical Committee

Country: The United States of America

Question: Palliative measures for the recent crisis

The United States of America is honoured to participate to the debate about what palliative measures, that makes the consequences of the recent crisis seem less serious, can be adopted.

The recent financial crisis, i.e. the 2008-09 financial crisis or the global financial crisis, was considered as the worst financial crisis since the Great Depression of the 1930s. The global financial crisis began in 2007 with a crisis in the subprime mortgage market in the United States. The subprime crisis caused a full-blown international banking crisis because of the excessive risk-taking by banks, such as the collapse of the investment bank Lehman Brothers in 2008, helped to magnify the financial impact globally.

To prevent a possible collapse of the world financial system, various measures was taken, as the massive bail-outs of financial institutions or the employment of palliative monetary and fiscal policies. However, despite these measures, the crisis was followed by a global economic downturn, the Great Recession, and by a crisis in the banking system of the European countries using the euro, which followed later.

Deeply conscious that the world economy is still weak a couple of years after the financial crisis, the delegation of USA was involved in various resolutions of the United Nations’ economical committee, as the 2009/5, the 2010/25 or the 2011/37. Moreover, the delegation of the USA took part in the G20 in Toronto in 2008, in which the 2008 financial crisis was described as a serious challenge. It was decided to stabilize the financial market providing liquidity for example.

In addition, the United States congress produced two major reports in 2011: The Financial Crisis Inquiry Commission report, and the report entitled Wall Street and the Financial Crisis: Anatomy of a Financial Collapse, realised by the United States Senate Homeland Security Permanent Subcommittee on Investigations.

It’s important to know that the recent crisis’ consequences are still present in today’s global economy. Indeed, in most countries, the increase of the public debt or of the unemployment for example is still visible and important. Furthermore, the crisis revealed disparities between different parts of the world, as on the Asian continent.

Nowadays, it is important to find palliative measures for this recent crisis to be able to erase the disparities and to be prepared for another possible crisis, as the speculated 2020 financial crisis.

The domination imposed by

an occupying power can make conflicts and imbalances among the differents actors in this area

because take control of this sea gives important advantages.

The United States of Amercia considered that the center of the Southern China Sea and all the

archipelagos located in this area belong to the internationals waters and thence can’t be controled or

colonized

Moreover, The United States thinks that all concerned countries have to respect the legitime right of

everybody.
