I think you misunderstand what our tutor need.  We are not looking for a new product for NZ market, however we need to assuming an NZ company (eg. Tiptop) develop a new product that they never done before (even though NZ already have this product produced by other competitors- we need these competitors to analyze in this assignment)  They never did ice cream cake before base on my research,  well they might try before. Anyway thats not the main point, what we should focus is how to develop a new production process, factors that affect production facility; where it should locate ; then use some project management knowledge to analyze such as Gantt chart, major deliverable then develop project plan; finally justify the employment of a specialist project manager for this project.  @raje-45 sup bro, what's your opinion? If you guys agree that then we move on. Time is $$$,  hustle hard man !

While I was searching for ice cream ideas I saw an interesting idea which could be implemented in our project. It's about serving ice cream in an edible cup, to be exact, chocolate cup. Isn't it wonderful? It's fun as well as interesting. With a bit if thinking, we could implement it here in new zealand. I'll post a video about it. Do tell me your opinion.

It can be a new ice cream dessert--easy to preserve if only put ice cream ball on it, easy to manage and produce, as well as cost-efficient . Availability of Skill Labor: Education, experience and skill of available labor are another important, which determines facility location.

Free Trade Zone/Agreement: Free-trade zones promote the establishment of manufacturing facility by providing incentives in custom duties and levies. On another hand free trade agreement is among countries providing an incentive to establish business, in particular, country.

Suppliers: Continuous and quality supply of the raw materials is another critical factor in determining the location of manufacturing facility.

Environmental Policy: In current globalized world pollution, control is very important, therefore understanding of environmental policy for the facility location is another critical factor

The alternative with the highest score is considered the best option. 
TipTop base facility is located at Mt Wellington which the cost is pretty high on rental. I did some research show that there are some options for setting up a new facility: East Tamaki, New Lynn, Onehuanga, Wiri.

Guys, check the production layout I designed for our Chocolate Cup preparation under Batch Production method. Our production layout consists of three work cell layouts.

1. Production cell: Where the machines needed for preparing Chocolate cups will be assembled.
2. Administration cell: Where the IT hub and staff management team will be located.

The factors I considered while preparing this layout.

1. Production Wok cell: Machine handling, Utilities
2. Admin: IT's, Utensils 
3.Warehouse: Storage cells, Wagons eg, forklift, conveyors

Parking lot for employees with the road access parallel to the admin office.

Dispatching area which will be located near to the 2nd road access for trucks or vans to enter and exit. 

Addition to the design we can allocate space for the security at both entrances to make mote of the vehicles in and out. Guys, need to suggestion it it.
