         <title>Rick Ross story</title>

         <description><![CDATA[<div>"Freeway" Rick Ross is an American political activist and former drug Kingpin . <br><br>&nbsp; &nbsp; &nbsp;In the 1980's, American political interests in Nicaragua motivated the federal government to turn a blind eye to the drug trade which provided funding for anti-communist Contra rebel groups. Rebel groups fighting a soviet supported regime. This allowed cocaine to flow freely into the United States. <br>&nbsp; &nbsp; &nbsp;Ross utilized this unimpeded supply of affordable cocaine to create a drug empire. His network included 42 cities and It is estimated that he made upwards of three-million a day at the peak of his career. Cumulatively, after adjustments for inflation, he generated over a billion dollars in income. <br>&nbsp; &nbsp; &nbsp;Oscar Blandon, a drug lord with close ties to the nicaraguan Contras, was Rick Ross' main supplier of cocaine and a CIA informant. Blandon facilitated Ross' capture in 96' as part of a plea deal to reduce his own jail time for drug trafficking. Blandon was later hired by the DEA after serving two years in prison.          <description><![CDATA[<div><a href="http://www.drugpolicy.org/resource/drug-war-mass-incarceration-and-race-englishspanish">Nearly 80%</a> of people in federal prison and almost 60% of people in state prison for drug offenses are black or Latino.<br><br></div><div><a href="http://www.drugpolicy.org/resource/drug-war-and-mass-deportation">Simple marijuana possession</a> was the fourth most common cause of deportation for any offense in 2013, and the most common cause of deportation for drug law violations. More than 13,000 people were deported in 2012 and 2013 just for marijuana possession.</div><div><br><a href="http://www.drugpolicy.org/resource/drug-war-mass-incarceration-and-race-englishspanish">One in 13</a> black people of voting age are denied the right to vote because of laws that disenfranchise people with felony convictions.</div><div><br><a href="http://www.drugpolicy.org/resource/drug-war-mass-incarceration-and-race-englishspanish">One in nine</a> black children has an incarcerated parent, compared to one in 28 Latino children and one in 57 white children.<br><br></div><div><a href="http://www.drugpolicy.org/resource/drug-war-mass-incarceration-and-race-englishspanish">Research</a> shows that prosecutors are twice as likely to pursue a mandatory minimum sentence for black people as for white people charged with the same offense. Among people who received a mandatory minimum sentence in 2011, 38% were Latino and 31% were black.<br><br></div><div><br></div>]]></description>

His death sparked a national media frenzy largely focused on the drug<br>that was suspected, mistakenly, of killing him – crack cocaine. A few weeks<br>after Bias’ death, Congress passed the Anti-Drug Abuse Act of 1986, establishing<br>for the first time mandatory minimum sentences triggered by specific<br>quantities of cocaine. Congress also established much tougher sentences<br>for crack cocaine offenses than for powder cocaine cases.
