The conflict between the two groups, is a metaphor for an "underdog" fighting a "big bad" (or some sort of "overdog") with more experience.

     This relates to conflict in the world today. For example, there's the  American presidential election of 2016. In the election, a sort of underdog with little to no actual experience* (Donald Trump), beat an "overdog" (Hillary Clinton), who had that experience*.

He's written as pure evil--which I think suits the character--and because anything that comes out of his mouth, generally sounds pure evil.

When reading Redwall, one can't help but feel that he's a dangerous individual--not only due to the poisoned spike on his tail-- which is impressive for just a rat (which Cluny actually is).
