Due to the states and local areas making their own rules for what qualifies to vote, they could easily make it a lot harder and discriminate against black people. The Voting Rights Act of 1965 changed this as they made it so the states and local areas weren't deciding the qualifications and they outlawed specific things like literacy tests that discriminated against black people in voting.&nbsp;<br><br></div>]]></description>
