Officer 115 thought Khalil's hairbrush was a gun so he shot him. I think Khalil's death was tragic and preventable. If a regular person made this kind of mistake and killed him they would be responsible for their actions, but for police officers this kind of situation is different. In the movie scene the police officer put the handcuffs on star's hands, but I don't remember reading it on the book. Tha all I can say for now.
