         <description><![CDATA[<div>   If men were angels, would there be a need for a government? Would there be a need for a representation or someone to lead ? Fed 70 mentions that there should be unity. The person should be able to unite the nation and bring them together for a good cause. which is mentioned in the last paragraph.  Then it seems that another quality that they should have to be some what attentive to public opinion. It is good since it becomes a restrain and prevents the abuse of power but also to see what the nation consider just and wrong. the retain part is mentioned later towards paragraph 20 or 21 but the other part is just logical thinking. </div>]]></description>
