It has 193 member states. In September the full UN membership meets in the General Assembly Hall in NY for the annual session. Decisions on important questions require a 2-third majority of the General Assembly, decisions on other questions are by simple majority. The SC takes the lead in determining the existence of a threat to the peace of act of aggression. It can resort to imposing sanctions or even authorize the use of force. The President changes every month.

The Declaration was proclaimed by the United Nations General Assembly in Paris on 10 December 1948 as a common standard of achievements for all peoples and all Nations. It sets out, for the first time, fundamental human rights to be universally protected and it has been translated into over 500 languages.
The Declaration consists of thirty articles which, although not legally binding, have been elaborated in subsequent international treaties, economic transfers, regional human rights instruments, national constitutions, and other laws. The International Bill of Human Rights consists of the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, and the International Covenant on Civil and Political Rights and its two Optional Protocols. In 1966, the General Assembly adopted the two detailed Covenants, which complete the International Bill of Human Rights. In 1976, after the Covenants had been ratified by a sufficient number of individual nations, the Bill became international law, to be followed by all.
