Thomas Madison was not happy because it did not listed any sort of individual rights and freedoms of the American People, so he created a bill listing 10 amendments. This bill was supported by Anti-Federalists because it secured the Constitutional rights, while the Federalists did not because it compromised the Constitution. The Anti-Federalists won the argument, which made the Bill of Rights voted, ratified, and implemented onto the Constitution 10 years later.
