I did a bit of research, and it actually has a very important meaning. 
The woodman indicates fate, which cut wood from the forests in France and lead to the making of what Dickens describes as "a certain movable frame work", the gulliotine. 
Then the farmer, who indicates death, uses the wood in the making of carts, and tumbrills(which were the carts in which people were taken for execution,to the gulliotine)  in which he leads the animals, which figuratively means bringing all the people who were against the revaluation towards the gulliotine, to die.
