The term "digital divide" encompasses the disparity between those who have access to modern information and communication technologies (ICT) and those who do not. This divide manifests not only between different countries but also within them, affecting various socio-economic groups.

The digital divide's first dimension is Availability, referring to the physical access to technology and infrastructure. In many developing regions, particularly in Africa, internet infrastructure is sparse, limiting access to reliable connectivity (Iberdrola, 2021). Even within developed countries, rural areas often suffer from inadequate internet coverage compared to urban centers (Taylor, 2024). For instance, while European countries enjoy high internet penetration rates, many remote areas in the U.S. still lack sufficient connectivity (Taylor, 2024).

Affordability is the second dimension, which deals with the cost of technology and internet services. High costs can restrict access, even if the infrastructure is available. For example, in the Philippines, high internet costs relative to average incomes create barriers for low-income individuals to maintain a consistent online presence (Vota, 2019). This economic barrier not only prevents individuals from accessing essential online services but also exacerbates existing socio-economic inequalities.

The third dimension, Awareness, concerns the knowledge and understanding of available technologies. In many regions, people may not be aware of the existence or benefits of certain digital tools. A report highlighted that despite high mobile penetration in the Philippines, a significant number of people remain unaware of digital governance platforms, which limits their engagement and benefits from these technologies (Vota, 2019). Effective marketing and awareness campaigns are crucial to bridge this gap.

Ability, the fourth dimension, involves the skills and literacy required to use technology effectively. Even when technology is available and affordable, individuals may lack the necessary digital literacy. For example, older adults and those with lower levels of education often struggle with digital platforms, which limits their ability to benefit from online resources and opportunities (Taylor, 2024). Programs aimed at improving digital literacy are essential to enable individuals to navigate and utilize technology effectively.

Finally, Agency refers to the capacity of individuals to use technology to effect change in their lives. Even when technology is accessible, affordable, and understood, social norms and personal circumstances can limit its use. For example, gender biases and socio-cultural norms can prevent women and marginalized groups from fully participating in the digital world (Vota, 2019). Addressing these barriers requires not only technological solutions but also socio-cultural interventions.
