         <description><![CDATA[<div>Congress only has the power to make actions if granted by the constitution and cannot create national public school systems, require people to vote or attend church, or set a minimum age for marriage or driver's licenses. Congress cannot do these and a great many other things because the constitution does not delegate to it any power to do so.</div>]]></description>

Congress and the court have had to answer hundreds of questions about the Commerce Clause and have defined the meaning of the Commerce Clause with congress being granted the power to do so.</div>]]></description>

Another action implies Congress making a national convention of delegates from each of the states to propose an amendment.
