The land was divided equally among these citizens and their families. <br>4. Second group was made up of half-citizens. They were free and paid taxes and served in the army.<br>5. Third group (lowest group) the helots became the slaves of the Spartan city-state. </div>]]></description>

The assembly selected 5 ephors for 1 year term. Ephors are people that made sure the Kings will stay within the Laws.
