Because people from outside can bring new perspective which is not existing in company. Furthermore, choosing person who has experience similar to the job I want to fulfill is more efficient. Because he/she may know how to work much better than I expected. However, if I try to think about it realistically, recruiting outside people need to cost. So, If I need temporary employee or want to fulfill job not so important, I choose internal recruit. But if I need to fulfill job more important or want to invest creative person and creative idea that can change our company radically, I would like to choose external recruiting.

2)Choosing way to select best employee depends on kind of job. In the case of almost simple working which need accuracy(making document, accounting or imputing data), seeing application form or checking qualification is enough to know their skills, ability, knowledge and aptitude. But if we need to know those information deeply, we should conduct tests or require something special such as physical examinations, drug tests, or reference test. Alternatively, if we select employee for job which interact with customer or inside/outside people(sales,personnel matters, operation, secretary, or managerial post), I put emphasis on interview because knowing communication competence and characteristics need face to face.

3)Basically wages and salary make employee compensate for our company. And I think those should be variable. I mean expectation to increase wages and salary can be motivation for employee. But risk to reduce salary and wages make them change the job. So, we should make competitive workplace with ensure minimum stability for them to continue working. For example, making bonus accordingly their effort.

4)We must provide mandatory benefits(social security retirement benefits, workers' compensation insurance, etc). This is corporation's obligation that required by law. Moreover, we ought to provide discretionary.
