Admiral fought in the Heartland War, which was a war fought due to a disagreement about the morality of abortion. After the war, the Bill of Life was drafted. The Bill of Life was proposed by a group of men, including Admiral, and it was the institution of unwinding. Unwinding can occur between the ages of thirteen and eighteen and is a process that "[terminates]unwanteds without actually ending their lives" (Shusterman 224). Everyone believes that the unwinds live on through others and offering their body parts is some kind of a heroic deed.

However, at the graveyard, Admiral tells Connor that "Humphrey" was his son Harlan, and the legend was untrue. Admiral was one of the first to unwind his son: "'As one of the fathers of the Unwind Accord, I was expected to set an example'" (Shusterman 225). Admiral believed he needed to put unwinding into motion and be the precedent of the process. However, Admiral and his wife changed their minds about unwinding Harlan... but it was too late. Admiral's wife left him and formed a foundation for Harlan while Admiral became a drunk. However, three years after Harlan was unwound, Admiral had the idea to create a place of protection and safety for AWOL teens. This quote explains that so much good as come out of the graveyard, and Admiral is responsible and the reason for saving all the lives of these children. The graveyard is a place of safety and protection, and it is the reason Connor and Risa are alive. Admiral explains that the graveyard is a home for the unwinds, and it is where they will be protected and supported.
