The shortage of housing led to high rents and many people started to crowd into one apartment while others simply built squatters or lived in the streets. The living condition of the people therefore dropped drastically. This led to the people living in unhygienic and cramped environment, leading to the outbreak of many diseases, resulting in unhappiness , dissatisfaction and widespread communism.

Besides those built by HDB, a number of public flats were also constructed between 1968 and 1982 by the Jurong Town Corporation (JTC) in Jurong and Sembawang industrial estates for low-income groups. Between 1974 and 1982, the Housing and Urban Development Company (HUDC), which was set up in 1974, constructed houses for middle-income groups, and in 1982, HDB took over the management of JTC and HUDC flats and thus became the sole provider of public housing in Singapore. By March 2008, 82 % of the resident population lived in HDB flats.

Centralised Chutes for Recyclables on Every Floor

The government will be making it easier for residents to recycle with a centralised chute on every floor for recyclables. There will be two refuse hoppers, allowing residents to separate their thrash into general waste and recyclables. However, this is currently only implemented in new Build-To-Order (BTO) flats. This has been proven to be successful in encouraging recycling. Residents of Punggol were found to recycle about 3 times more than those without centralised chute for recyclables. Hence, this is more effective than having a recycling bin under every block. The main takeaway from this would be that people are lazy and convenience is key to encourage pro-environmental behaviors.
