The unknown. They have never dealt with this particular situation. IT was not only trying to deal with the crisis as a community, but also as an employer and the unknown as an employer.

The unknown, but also how many changes there were. It was hard to keep up. These changes were at every level. A policy would be created, and then 6 hours later the guidelines would change.

The Regional Group. Talking through issues to problem solve with the regional group. They raised issues that they had not thought about internally. It allowed them to collaborate more than they had in the past, and they are still collaborating today.
The hospitals were also helpful (ESF8 and Medical Surge Area Command) 
Their collaboration with the state agencies improved as the process went on(not the Governor's office). They were great at trying to help solve issues with vaccinations.

Guidance from the SNHD would help with policymaking.

Early on in the first round of funding, only one city received any time of funding for the response directly from the federal government. They assumed that the state would provide funding but they did not. 
They had a toolbox from the recession that made some things easier. 
They(Clark County) experienced 33% unemployment which still affects them and has prevented them from going into recovery.
Yolanda King:
Not only did they have the pandemic, how do you problem solve that, how did you problem solve the funding issues, and more. It was hard to handle. 
The biggest challenge was how to provide services as well as balance the safety of their employees.
Kevin Schiller:
They had people working from home and then they tried to bring them back in but then there was another surge. The challenge is that they have shifted to a whole other was of administering programs. The communication side was one an important lesson, as an employer and someone who has direct contact with officials, they eventually were able to communicate more effectively but it is hard to do while you are juggling everything. 
There were multiple little mini emergencies all within the pandemic. They were all working long days, 7 days a week and it was hard to balance and focus on wellness.  They did not have time for themselves because they were so focused on how to maneuver the emergency. 
They are a resilient organization. They figured it out and have come out in a much better position. 
They were thinking differently because they had no choice. 
Jessica Colvin:
Thinking back on the worst moments all stemmed from communication. 
Not having a knee jerk reaction because people wanted quick responses. From the beginning, they have taken a measured response in order to be able to reflect on policies or programs implemented and adjusting based on if they are working or not. 
Kevin Schiller:
The check and balance from multiple experts from multiple areas. Balancing elected officials and constituents. 
There was a lot of unknown and that unknown at a higher level was difficult. There is still a lot of unknown in the world of management. This was a different type of long term emergency and it was a challenge for local in general to know how to manage that. 
He is amazed at how this crisis impacts an organization and how the organization reacts. They are definitely capable. Whatever the task is, they just jump into react and problem solving mode without having to think twice.
