Athens - The city was governed with a direct democracy where all adult male citizens voted for or against suggested laws in assembly. Since Athenians decided their own laws and enforced them, all of the citizens were well informed of the things that occurred within the city. Everyone had a voice in deciding how city should be governed. The council officials of five hundred were chosen from a list of Athenian citizens meaning there was no bias in chosing the officials, it was like today's jury duty in America, people who are American citizens are randomly chosen to serve.

By having five set rulers chosen by the knowledgeable citizens (Spartan men over 30) every year, power remained in the hands of honourable ephors and the Spartan government was a strong and respected oligarchy. The council of 28 elders helped to provide insight to the ephors.

Military discipline between both men and women allowed for a very strong and goal-oriented society. The men of Sparta were trained from 7 years old and at 30 years old they knew discipline and defense better than any other civilization. Attention to military was enforced highly, and distraction was limited. Women were trained as well, and not put on the back burner to do simple chores, so that they could be great mothers to future Spartan soldiers.

Athens - The Athenians stressed physical fitness for men. Their goal was "a sound mind in a healthy body." While Spartans had a superior land army, the Athenians had the strongest navy. Under Pericles, the commanding general of all the military forces of Athens, he used the advantages he had and emphasized the use of the navy. He even built a fortress in Piraeus that was meant to protect the port from the land but was open towards the sea so that the Athenians could fight with their advantages.

With a democratic society, it is more likely that power will falter and that law can be discouraged. In Sparta, the educated male citizens chose their 5 ephors, still providing a form of election. The oligarchy allowed for a very strong government respected by the people, and the stress put on military training offered disciplinary values that allowed respect for power. The Spartan government was less likely to run into problems or become weakened by its citizens.

Women in Spartan society were better respected than women in Athenian society. Although they didn't hold as many rights as men did -- which women often didn't in most of these similar civilizations -- they were still held valuable. They were trained in likes to the men in order to be good mothers to future soldiers and to stay healthy. Women in Athens weren't much more than a weak housewife.

In Athens, slaves had the ability to buy their freedom. In Sparta there was no such thing as regaining freedom or even earning it all. Sparta had so many slaves it even outnumbered them altogether! The Spartans valued strength over wisdom, but with the Athenian mindset of the individual over whole, the Athenians could use their minds to outsmart the Spartans like Pericles did with his construction of the fortress in Pireaus.

Women in Sparta may have had a few more additional rights than in Athens, but this did not exactly change the role of women, the only reason why they were required to train was to be healthy and produce a healthy Spartan son that was to be trained in the military. Allowing a woman to train was not so that they could benefit the military directly but in the future. Women in Sparta could not participate in the government either, so mentioning the "better" rights of the women was pointless to even argue.

As said in the textbook, however, In the Peloponnesian wars Athens demonstrated the drawbacks of having democratic rule by having lower class citizens eager for jobs and money that were less educated and trained in the military fight. They began to make foolish and reckless military decisions and actions that ultimately weakened them in the dispute with Sparta.

In Sparta, you say the educated male citizens chose the 5 ephors. There were not many educated people Sparta because the society was heavily focused militarily which is why the leaders could be chosen in bias. The Athenians were all intelligent and were deeply involved and informed within the government and could come together as a whole to make decisions that satisfied everyone.
