Claim: The web filters at schools are not too restrictive. 

Data: CIPA act was passed by Congress in 2000

Explained: The CIPA or Children's Internet Protection Act requires any schools that gain funding from E-Rate or the Universal Service Fund  must abide by the requirements  of the CIPA. These requirements involve blocking of pictures that are pornographic, or harmful to minors. It requires filtering on all school devices. 

Counterclaim: It may block sites that are appropriate and important to education

Data2: According to the CIPA Schools won't lose E-rate Funding for adjusting filtering policies to unblock appropriate sites

Explained: As long as the site in appropriate, it is possible to unblock it. Meaning in no way are all sites blocked. All it may require is asking one of the IT professionals to unblock with permission from the school. 

Impact: Filtering is important to a students education, allowing them to be free of distractions. Although one may bring up it would block important sites for education. It is possible for the school to allow that site, as long at it is confirmed appropriate
