Answers:
1. Blackmailer's greed is unstoppable. Vera used and will keep using Mr.Bates as a money vault and as a tool while he is useful. Therefore, I suppose that two ends are possible: Mr.Bates will become almost useless for her, or he (or somebody else) will stop her. Both ways could be tragic.
2. Because of the White Feathers that they distributed to "cowards" - young men that stayed at home and didn't join the war. The Lord also was a plenty full of willing to join the forces and it was the last drop why he exactly shouted, not only stopped them.
