         <description><![CDATA[<div>Due to the economic pressures put on the German states early in the industrial revolution caused by tariffs between the states, Germany agreed to the Zollverein which allowed free trade between the states. Italy was separated by the Congress of Vienna, so the separated parts were ruled by other countries, giving the ruling states no incentive to remove tariffs or form bonds. </div>]]></description>

The new transportation systems such as railroads, canals, and roads connected the seperate German states helping to unify them.
