The large states had plan called the Virginia Plan in which they proposed representation based on the population but the small states argued with another plan saying that they wanted equal representation. Finally, a compromise was made in which there would be a Bicameral congress in which one part would be senate and the other house of representatives. This made so that both groups got what they wanted. The Southern states wanted to count slaves for representation the house of representation but not for taxation, but the Northern states didn't want the southern states to have all the power proposed the opposite. The North said that they want to control it while the south argued that wouldn't be fair.
