Using the Fujiwara family as an example, people of their family who were advisors of the emperor would advise the ruler to retire sooner so the young air of the throne would be in power. Because of their lack of experience &amp; training, a regent would have to take power instead in the young ruler's name. This regent would be a member of the Fujiwara family as they were at a high enough status on the scale hierarchy to take such a role.</div>]]></description>

Who had power in the Heian Period?</mark></strong><mark><br></mark><em>The aristocrats (the richest of the rich, essentially) held power in the Heian society.<br></em><strong><mark>2. What kinds of power did they hold?</mark></strong><strong><br></strong><em>The aristocrats held the power of </em><strong><em>state action,</em></strong><em> since they were the government, with the control of the army (goes hand-in-hand with state action), they had the power of </em><strong><em>physical force</em></strong><em> as well. They held the power of </em><strong><em>ideas</em></strong><em> and</em><strong><em> social norms</em></strong><em>, since they innovated and it was eventually their accounts that tell us about Heian life, and as rich people they determined what was socially acceptable for Japanese people. They of course had the power of </em><strong><em>wealth</em></strong><em> - their status as aristocrats came from that, after all. The Seventeen Article Constitution protected the "few intelligent men" in households, and decreed that with harmony, things will be easier and happier. The Seventeen Articles were based off the Confucius belief of five basic relationships, ruler and subject, husband and wife, father and son, older sibling and younger sibling, and friend and friend. &nbsp;</div>]]></description>

         <description><![CDATA[Another power he used to stay in power was State Action. For State Action, Prince Shotoku used The Seventeen Article Constitution, a Chinese style of government the Japanese rulers had adopted during the 7th and 8th centuries. The Seventeen Article Constitution was a set of guidelines which authorized that the emperor was the supreme ruler.  For example, the Bushido is a code of behavior, basic values, and lifestyle as a samurai. The Seventeen Article Constitution was similar to the Bushido, except it was for government officials. This would prevent people from challenging his power because it would make others follow his rule by law.
