The aristocrats (the richest of the rich, essentially) held power in the Heian society.
2. What kinds of power did they hold?
The aristocrats held the power of state action, since they were the government, with the control of the army (goes hand-in-hand with state action), they had the power of physical force as well. They held the power of ideas and social norms, since they innovated and it was eventually their accounts that tell us about Heian life, and as rich people they determined what was socially acceptable for Japanese people. They of course had the power of wealth - their status as aristocrats came from that, after all. Eventually, the only power the did not have was numbers - aristocrats were just a fraction of the population and the peasants outnumbered them by far.

3. How did they protect their power?
